What are the UK Building Regulations?

UK Building Regulations set the minimum standards for the design, construction and performance of buildings in England and Wales. They exist to ensure buildings are safe, healthy, energy‑efficient and comfortable for the people who live and work in them.

What Are Building Regulations?

Building Regulations are government‑approved standards issued by the Department for Levelling Up, Housing and Communities (DLUHC). They apply to most new buildings, extensions, refurbishments and material changes of use.

They cover a wide range of performance areas, including:

  • Structural safety

  • Fire safety

  • Acoustic performance

  • Ventilation and indoor air quality

  • Energy efficiency and carbon reduction

  • Accessibility

  • Drainage and moisture protection

Building Regulations are separate from planning permission. Even if planning permission is granted, Building Regulations approval is still required.

When Do I Need to Comply with Building Regulations?

You must comply with UK Building Regulations if you are:

  • Constructing a new building

  • Adding an extension

  • Carrying out significant alterations (such as loft conversions)

  • Changing the use of a building (e.g. commercial to residential)

  • Installing or replacing controlled services or fittings, including:

    • Windows and doors

    • Heating systems

    • Electrical work

    • Plumbing and drainage systems

Some minor works may be exempt. Your local authority building control team can confirm whether approval is required.

How Do I Get Building Regulations Approval?

To demonstrate compliance, you must appoint a Building Control Body (BCB). This can be:

  • Your local authority building control service, or

  • A private approved inspector

Building control officers inspect work at key stages and issue a completion certificate once the project complies.

 

Important: Responsibility for compliance lies with the person carrying out the work. Ultimately, building owners may be served enforcement notices if regulations are not met.

Part E – Resistance to the Passage of Sound

Part E sets minimum standards for sound insulation between dwellings and within residential buildings. It covers:

  • Airborne and impact sound insulation

  • Acoustic testing requirements

  • Separating walls and floors
